I figured it must have been because the Buffalo firmwares were encrypted and the non-Buffalo firmware's TFTP server does not recognize Buffalo's encryption. I'm pretty sure I even tried a few different TFTP client applications. I tried several different official Buffalo firmwares, some even from the official CDs, and they all gave the same error in my TFTP client.
